I think the Broncos still envision a future for Thomas and thus do not want to expose him to waivers. He will surely be inactive for Green who is a solid ST's contributor.

I am aware, my statement may be a little presumptive. But who do you see being cut to make room for Green, who has to be activated by Friday ?
