I think this is further evidence that those in the voter's circle put a heavy premium on wins. D'Quell Jackson had a performance a few weeks back that could of very well overshadowed Watt in W2, but the Texans won and the Browns didn't.
Can anyone tell me the last time a player won POW awards in a losing effort? | Never thought of it, but now that you mention it, that's right. So far this year no player of a losing team has won any weekly award. Tried to find a list of past winners with no luck. _________________

Just watched the Steelers-Eagles game. Kind of surprised that Lawrence Timmons didn't win the award. Best game I've seen from him since the 2010 season, he was everywhere...

I think most weeks there are around 5 players that have played well enough to win it.
Starks had been in that group a couple of times this season already without winning it, I think that probably is a reason he was favoured over the others. _________________
