Looks like they couldn't get anyone to trade for Matt Moore? Unless they would be comfortable with Pat Devlin as the backup if a trade did get done.

They couldn't trade Moore, so he's of the trade block and they're releasing Garrard to get under the cap.

As far as I know, the Ravens were well under the cap by a good $3M+. Maybe they are ready to sign Flacco? (Let's hope).
As for the Phins, I'm sure they were hoping to get something for Moore but since they couldn't, they parted with Garrard instead.

It's typical groundless reporting.
The Dolphins were reportedly around $4 million under the CAP before this move.
It just didn't make much sense to enter the season with 4 QBs and only 22 defensive players.
I wouldn't be surprised to see Garrard brought back in a few weeks if he can show himself to be healthy again.

From this I take the following two things:
- David Garrard's injury hasn't healed as fast as we've hoped.
- We were unable to shop Matt Moore.
I would've liked Garrard be there as a backup & coach for Tannehill. But eh... I'm not torn up about him leaving, too much.
