PLEASE READ THE ENTIRETY OF THIS POST BEFORE YOU CHOOSE TO SIGN UP. THIS IS GOING TO REQUIRE SOME EFFORT AND ATTENTION TO DETAIL, AS WELL AS THE TIME TO PARTICIPATE. THERE IS A LOT OF DETAIL AND A LOT OF ‘NEW IDEAS’ INVOLVED IN THIS MOCK. I WANT EVERYONE WHO SIGNS UP TO BE WELL AWARE OF WHAT THEY ARE SIGNING UP FOR! There will be a pop quiz.

*First and foremost, ONLY active teams are eligible for awards (in other words, if they do not have a GM listed, they are not eligible for an award*

Maniacal Genius Award – Yep, I went there! This award goes to the GM who improved their team the most overall through every step of the Mock. League Winner/MVP Award

Reboot Award – This award goes the GM that made the best changes/hires to their coaching staff.

Sour Dough Award – This award goes to the GM that spent the most money in all the wrong ways.

Reigning Money Award – This award goes to the GM that spent the most money and got the money bang for their buck aka who improved their team the most through free agency?

Dunce Cap Award – This award goes to the GM that made the most questionable trades.

Lame Duck Award – This award goes to the GM that did the least, didn’t necessarily make their team better, didn’t necessarily make their team worse, and basically…didn’t do a darn thing at all.

Freak Show Award – This award goes to the GM that made the most head scratching moves. They may have done a lot with their team, but none of it really makes any sense.
Road Kill Award – This award goes to the GM that ultimate made their team the most likely to acquire the #1 pick in the 2015 NFL Draft aka, nothing they did made the team better, everything they did made it worse.

Mel McShay Award – This award goes to the team that finished with the overall best draft class. (Not necessarily the team that made the best selections for their team, this is a player value based award)
Todd Kiper Award – This award goes to the GM who made the best moves in the draft for their team. Ultimately, the GM that improved their team the most through the draft; not just about player value, this is about logical, fit, team needs (did the players fill those and how well?), etc.

Nov 13th - Waiver Wire Opens - 8am

Nov. 13th - Shark Tank Opens 10am - Claim After 24 hours from first bid; Awarded to highest bidder. Open until end of Mock.

Just a thought but I agree with the rule proposed about the shark tank. Once a player hits say 80% of tag number. Said player should go into SFA and require teams to pitch for him.

Rules & Guidelines

1. Teams are NOT required to have Co-GM’s, however, if you do choose to have one it IS required is that your Co-GM must be someone who is active. Additionally the Co-GM is only allowed to make trades if you have designated that right to them which you must do in your depth chart. (just put all access or something to that effect by their name so we know you are allowing them to make trades)

2. Depth charts must be legible. See Template below, please use it, it’ll make it so much easier for other GM’s to find players, transactions, etc. Posting your Depth needs to be the first thing you do after being approved as a GM, please. **This has been asked and I will allow it; Google Docs are allowed to be used in place of the template provided as your Depth Chart; however, if you are using a Google Doc, you MUST keep it updated. The Google Doc however cannot be used as a replacement for posting your transactions into your Depth Chart post.**

3. Must track ALL roster moves in both the Transaction Thread and your Depth Chart. All Transactions involving Draft Picks MUST include the Overall # of each Draft pick involved in said trade. Trades without Overall #’s will not be considered valid until Overall #’s are included. Additionally, all transactions must include both Old and New Cap Amounts as well as the base salaries for each player involved.

Coaching Changes

4. You may fire and hire coaches, another team can only block you from hiring one of their Coordinators are your Head Coach by promoting them into their own Head Coaching position. However, you may not hire someone else’s Coordinator without first making them aware of your intent to do so. If they give you immediate approval there is no need to wait.

However, if another GM comes to you and informs you they wish to hire your OC, DC, or ST as their Head Coach (or a positional coach), you have 12 hrs (7am-7pm), to make a decision on whether or not you're going to promote them. If you already know you're not, please inform them as such. If you haven't made a decision within 12 hrs, the inquiring team is free to hire them. The deadline for pitches will end after an additional 4 hrs (16 hour total daily time limit - 7am-11pm)

[i]** If you are interested in hiring another teams' Coordinator, upon contacting that GM, please send a pitch for that coach to IDOG. (Send a pitch for each HC Candidate that you have inquired about) IDOG will then review the pitches the same way he would a Super FA offer and make decisions (after the 16 hr period). The following day IDOG will post all coaching hires (decisions made) in the Transaction thread.

This will allow teams to get quick responses to whether or not they successfully pitched to and hired a coach and/or whether or not they need to look at other options.

You are disqualified from being considered for other Coaches only if you are awarded a Coach as your HC.



**Head Coaches take priority over Coordinator Trading. This means if a GM inquires with a team about trading for their coordinator to fill a coordinator role and another GM inquires with the same team about hiring that Coordinator as their HC, the team hiring said Coordinator as their HC gets claim rights. (The Pitch Policy above still applies)

The above rule does NOT apply to College Coaches because they are first come first serve.

If you wish to hire another teams Coordinator as your own Coordinator, this requires compensation in way of a draft pick OR player, it is to be treated as a typical player trade (how much compensation is between the two of you). You may hire College Coaches; College HC’s must hold the same role in the NFL. Coach Coordinators can hold the same role or an HC role in the NFL. HC, OC, DC, & ST are going to be the standardized Coaching Positions. You may hire Positional Coaches, you do not have to wait on everyone to hire coaches to do so, however if it is a coach that is a member of another staff, the coordinator compensation rules apply despite position coaches not being ‘recognized’ positions within the mock. It will not count against you that you did not expand your staff to include Position Coaches, but I encourage everyone to take into consideration when voting for awards at the end, the GMs that did take the time to do so (taking this into consideration in voting is not required)

**You MAY NOT hire a coach as your Head Coach that has already been traded for in a 'Coordinator-Based' trade where compensation was given.**


First and foremost, Are you allowed to hire inactive coaches, some of which are analysts?

Examples of these would be Tony Dungy, Jon Gruden, Bill Cowher, Eric Mangini, Lovie Smith, and Marty Schottenheimer.

The answer is yes. HOWEVER, you must follow the same Pitch Protocol as with hiring Coordinators as your HC. (Because I anticipate there'll be at least a few that more than one person is interested in).

Positional coaches will need to go through the same hiring process as Coordinators who you plan to hire as HC's, in that you must submit a Pitch to IDOG, who will review and decide upon the pitches. You still have to let the GM who's team that Coach is on know that you plan to hire them, however, you do not have to provide compensation to a team for hiring them as a Coordinator if they are a position coach. **Hiring Head College Coaches will require Pitches being sent to a delegate as well.

You ARE permitted to double up on positional coaches, however, if another team wishes to hire your ‘second coach’ at a said position as their primary positional coach (in other words, if they do not have a coach at a said position and wish to hire your assistant positional coach, they may do so without compensation, they may not, however, hire your primary positional coach as their primary or secondary positional coach without compensation or without uncompensated permission from the GM that holds rights to said coach)

b. If you double up on positional coaches your second position coach at said position much be listed as Assistant”position”. This is the indicator that is it your secondary coach at that position and is permitted to be hired as another teams Primary Positional coach at that position without compensation.

Trades & Free Agency

5. Total Cap # is $125,000,000; We ARE using roll over Cap space from 2013. You must NEVER go over that amount.

6. Tag & Trades are permitted.

When trading a player, Team A (Trading Team) is responsible for 100% of the Signing Bonus & 100% of the 'Other Bonus'. Team B (Acquiring Team) is responsible for 100% of the Base Salary.

It IS permitted to work alternative financial responsibilities into a trade, however dead money cannot be traded.

7. Back loading contracts will not be permitted, this includes to Free Agents, aka offering a Free Agent a league minimum base salary for 2014 so that you can enable yourself to stock pile ‘stars’ will not be allowed.

8. There will be an RFA Period, Super FA Period, Waiver Period, & Shark Tank; All offers to Free Agents must include a reasonable amount of realism. Free Agents who receive offers may decide to reject ALL offers and enter the Shark Tank.

Example:
Joe Montana signs a three year deal worth a total of 15 Million Dollars. Below is the most it can change from year to year.

Year 1: 3 Mil
Year 2: 5 Mil
Year 3: 7 Mil

Some GMs would want the player, but none of the responsibility to deal with the bulk of the contract so they structure it this way.

Year 1: 1 Mil
Year 2: 7 Mil
Year 3: 7 Mil

The above is completely allowed by the NFL--but GMs in mocks do this to horde cap space now and not care about the consequences later, it creates an unfair playing field. So by putting a maximum on the amount a contract can escalate from year to year, GMs must take a more honest amount of cap hit that will actually affect them.




9. When you release a player please list their 2014 Cap Hit (include the details, Base & Bonuses), please also include length of time in league. This will make keeping track waiver eligibility easier on everyone.

When Trading players the Trading team is responsible for Dead Money Listed in 2014 Column. If no Dead Money is listed, the Trading team is responsible for Dead Money Only. The Acquiring team is responsible for Base Salary Only.

a. In the Super FA Period, GM’s must create Offer Sheets and write a Pitch to the said player and send them to the assigned Delegate. There will be multiple factors that a Delegate should use to decide which team is awarded a player. Those factors are Logic, Scheme Fit, Financial Incentive (and whether the player is the type to even care about this more than other factors), team role, team success (and whether the player is the type to even care about this). Please keep in mind that to what extent a delegate weighs each factor is to their discretion and each factor may not necessarily be weighed the same for every player (all players are different), furthermore a delegate is not limited to these factors, if there are other factors in which I have no listed that a said delegate feels has valid importance it may be considered. However, in doing so, when a delegate posts their decision they must include each factor that they used and why they made their decision.

1. For pitches to be considered, the cap hit (both base salary and bonuses) offer must be a minimum of 80% of the maximum bid on said player. (in other words if the max bid includes a total cap hit of 5.75M, for your pitch to receive consideration in being awarded the said player, your cap hit must have been at least 4.6M

ii. ALL SUPER FA GROUPS WILL BE LISTED PRIOR TO THE START OF THE SUPER FA PERIOD SO THAT YOU WILL BE ABLE TO SEE WHO IS GOING TO BE IN EACH GROUP.

10. A Waiver Wire System will be in effect immediately following the Super FA Period; only a select # of players will be entered into Super FA (20), the remaining players will be listed on the Waiver Wire, which will remain closed until the conclusion of the Super FA Period.

Waiver Period Rules

a. Any player who has completed at least four seasons in the league shall be considered an unrestricted free agent and therefore are not subject to the Waiver System.

b. Team A waives a player, he goes to the waiver pool; Teams have 24 hours to submit a claim, if multiple teams place a claim on a said player, the player is awarded to the team with the worst record.

i. Please understand that if you claim someone from the waiver wire, you are signing that player to the contract that they had with their previous team NOT the league minimum.

c. Waiver Period will exist from 9am-11pm each day. During the Waiver Period, any claims made after 11pm eastern will not be made official until 12pm the following morning, this gives all GM’s an opportunity to see and potential match a claim. Upon initially posting a claim, you must wait 3 hours before the player is officially awarded to you.

d. IF you know you’re not going to be online for the initial opening of the Waiver Wire and there are players that you wish to put a claim on, you are permitted to do so via sending that claim to me prior to the opening of the Waiver Wire. I will then post them when the waiver wire is open.

e. The length of time that a claim ‘closes’ on a player is 3 hours from the first claim on said player. When you put a claim on a player who has already received a claim (within the 3 hour period of course) please quote the previous claim; it’s easier to track progression this way.

f. ALL WAIVER CLAIMS ARE IRREVOCABLE!

11. If a player is not claimed within 24 hours of being released that player is considered to have cleared waivers and enters the Shark Tank. The key difference between the Waiver Period and the Shark Tank is that while a player is on waivers he is awarded to the ‘worst team’ that has placed a claim on him, additionally, via waiver you are getting the player on their original contract, not the league minimum. When that player enters the Shark Tank it is a free-for-all, the players will be awarded to the highest bidder. The lowest permitted bit for ANY free agent is the league minimum under which that said player would fall.

Resignings Rule

12. Prior to the UFA period, you will be permitted to resign 2 of your UFA’s, in addition to Tagging a 3rd. You may restructure 1 Contract but they have to be properly restructured and they may not be the individuals that you resigned, extended, or tagged. The player you franchise tagged may be resigned; however it must follow the NFL Franchise Tag Base Salary Guidelines.

I will also permit 1 extension.

I will allow 1 June 1st Cut, which means the dead money is split between the 2014 & 2015 seasons (aka you only get hit with 50% of the dead money in 2014).

It's absolutely not realistic that a player would agree to both an extension and a restructured contract.

Franchise Tag Resigning Rule


You are permitted to resign them, to any contractual terms you wish, including terms that reduce the amount of their 2014 Cap Hit.

However, there are an additional factor to this. You must send a pitch to your Regional Delegate for Approval. If it's Rejected, you simply keep the player on the Franchise Tag.


* I will allow it to NOT count as Your one extension, 1 Restructure or either of your Resignings. However, If you trade for a player that was Franchise Tagged and resign them.


**Abuse of this rule in way of 'low balling a franchise tagged player, should be recognized by delegates and result in automatic denial of offer**


RFA/EFA Numbers

The numbers listed below are minimum numbers, assuming that the cap will not rise by more than 5%. According to the CBA, the RFA qualifying tender numbers will rise in accordance with the cap, but no less than 5%, no more than 10% annually.

Eligible to receive a RFA tender are only players with 3 accrued seasons.

13. When trading a player, the Players Original Team (Team A) is responsible for the full amount of the Signing Bonus and “Other Bonus”; The Acquiring Team (Team B) is responsible for the full amount of the Base Salary. You are permitted to agree upon alternative financial responsibility terms in a trade; however, if you do so, you MUST include this in both the transaction thread and your depth chart.

14. When the UFA Period starts, there will be a list of available Free Agents, please keep in mind the lists will not necessarily reflect every free agent available. You are permitted to sign ‘known’ free agents that are not on the list.

a. Minimimum Allowed bid on any Free Agent is League minimum for experience (length of time in league, see league minimum chart above)

*Mimimum bid raise is $50,000 up until High Bid Reachs $1,500,000.

*At 1.5M, the minimum bid raise becomes $100,000, until High Bid Reaches $5,000,000.

*At $500,000,000. The Minimum Bid Raise is $200,000.

*In the event a High Bid reaches $10,000,000, the minimum allowed bid raise is $500,000.


b. If you release or trade a player that you signed via Free Agency there is a 50% Penalty; meaning you are responsible for 50% of the cap Hit pertaining to said player.

c. The Open Bid Length on a Free Agent is 24 hours from the first bid on that player. At the end of the 24 hour period the FA will be awarded to the highest bidder.

i. IF it is felt, by the majority of the Delegates that you are intentionally running up the prices to cut into opposing teams’ salary caps the said players bid will be reset to the bid amount prior to your first bid on said player and you will be disallowed to bid on said player from that point on.
ii. If the delegates feel there is a repeated violation you will be barred from partaking in Free Agency. The purpose of this rule is to promote fair play.

15. Only picks from the 2014 and 2015 drafts can be traded. We will have a full 7 round draft.

16. Draft Eligibility: RS SO = R1 Only , Junior = R1-R5, RS Junior = R1-R6, Seniors = All Rounds + UDFA

**Exception to RS SO is Johnny Manziel who will be available all 7 rounds (cannot be selected as a UDFA or in the optional 8th round)**

17. Time Slots are 1 hour in length each. When the draft official begins, Time Slots will run from 8am-11pm Eastern each day

18. Draft Requirement: Each GM MUST Send a Big Board with a minimum of 10 potential draft choices to a Delegate. You will not be considered a “confirmed GM” until you have done so and a Delegate confirms they’ve received your Big Board. This process will be in effect immediately upon Mock Start Up; you will have 24 hours to create a big board and send it to a delegate, after which time, the process of finding a replacement GM will begin. If you update your Big Board and send it to the assigned delegate.

a. If you do not send a Big Board to anyone and are not online during the 1 hour time slot you have been assigned, you will be skipped, after which point you may make your selection at any point. However, if you are skipped and you make your selection, be sure to send me a private message so that I can update the draft board to keep everyone up to date on player availability.

b. Because the time slots are only 1 hour in length, the Delegates will be required to wait 45 minutes prior to utilizing the Big Board (unless the GM of the said team has instructed them to make the pick immediately). Within the following 15 minutes if yyou log on and wish to change your pick you MAY do so, but please pm both me and the delegate who made your pick to make them away of the change.

19. After the initial Standard 7 Round Draft, there will be an optional 8th round in which each team will have an opportunity to “draft” a UDFA of their choosing. The order will follow that of the previous 7 rounds and the time limit for each pick will be one hour. However, if you do not pick within that hour time limit, unlike the previous 7 rounds, you do not have the option to ‘make up your pick’, you will be skipped and forfeit your UDFA Draft pick.

a. Players drafted during Round 8 (UDFA Draft Round) must receive League Minimum Salary + $15,000 Signing Bonus.

20. At the conclusion of the Optional 8th round Undrafted Free Agency will begin, with an hour in between claims, you are only permitted to claim one player per hour but there is not a limit on how many claims you can make (in other words you can claim up to 24 players in 24 hours). UDFA’s are first come first serve, you are not required to submit pitches.


21. By the end of the draft, rosters need to be trimmed to 53, and you may have 8 on your practice squad.

22. Team Relocation will be permitted, however, there has got to be logic to the move. In other words, you will not be permitted to move the New England Patriots out of Foxboro, it just doesn’t make sense. You won’t be allowed to move the Broncos to Toronto, they’re not leaving Denver and everyone knows it. But if you wanted to move the Jacksonville Jaguars to Sidney, Australia…okay well there’s no logic to that but maybe London or Los Angeles. Not every team in the league will be permitted to relocate; in fact, the total number of teams allowed to relocate is probably 2 or 3; if there are too many requests, a poll will be created and the league will vote on it, the top 3 teams on the poll after 24 hrs will be awarded the right to submit a request. If you feel here is logic behind moving your team you are permitted to submit a request for relocation. I will review it along with TBD Delegates. We, together, will decide whether or not to approve it. If the relocation is Approved you can move forward with it. If your relocation is Rejected, you will not be permitted to relocate and you cannot submit a second request or appeal the first. (Yes, if you’re creative enough and bored enough, you may even design and display new uniforms and a new stadium, etc., new team name, etc)


a. In the event any of the teams who were awarded a request for relocation receive a Rejection Status, teams (only those involved in the league poll) that were not chosen will be permitted to submit a request. ALL of the remaining teams will be. However, a maximum of 1 of the secondary relocation requesting teams will be approved for relocation, even if all 3 awarded teams received Rejection Status’; and none of them are required to be approved, each request will flow through the same process as listed above.


23. Team Name Changes will be permitted without relocation under very strict guidelines; There has to be a logical and reasonable explanation for why said team would want to change the name of their team. A Pitch must be submitted for a Request for Team Name Change to all of the delegates; in order to be granted approval at least 3 delegates must agree on Approval. (This option will be even more difficult to gain approval for than relocation will be if anyone is granted approval at all)

24. This rule applies to all above rules; there is no Appeal Process; the decision of all delegates is final.

25. Order in which you should make ‘Organizational Changes’ is as follows:

a. Team Relocation (if applying)
b. Coach Firings / Coach Hiring/Pitches
c. UFA Pitches/Restructures
d. RFA Resigning’s

The purpose for doing changes in this order, specifically A & B is because A) will be a consideration factor in each of the remaining processes. B) will factor in the processes in which both precede and proceed it, etc.

26. The Role of a Delegate:

a. There will be a total of 4 Delegates. Each Delegate will be assigned two divisions (ex. AFC East & NFC East).
b. To accept Big Boards from teams within divisions to which they are assigned. Each Delegate is responsible for making draft picks for teams that have not selected within the first 45 minutes of their Time Slot, unless requested otherwise by said GM.
c. In addition to Big Boards, each delegate will accept Pitches and make decisions on UFA’s for each team in the divisions of which they are assigned
d. ALL Delegates will conjoin to make decisions on relocation requests.
e. At the beginning of the Mock, 1 Delegate will be assigned to review all Coach Pitches and make decisions/award coaches, based on those pitches.
f. There is multiple factors that will go into making a decision on Free Agents, Coaches, Relocation, Team Name Change. etc. Those factors are Logic, Scheme Fit, Financial, Incentive team role, team success. Team location, stadium age (relocation), marketability (relocation). Delegates are not limited to using the listed criteria. However, in each decision a delegate makes, they must be posted into the transaction thread and an explanation on that decision must be provided that summarizes each factor they used to come to their determination and their views that led to that decision.

g. In the case of Team Name Changes, a minimum of 3 Delegates must agree. If it comes down to a 2-2 tie, I will make the final vote on the team name change. The primary factor that applies here is Logical Reasoning. Delegates do not have to vote on team name changes for teams that were approved for relocation. If you are approved for relocation you are automatically approved to change the name of your team.

Alright consider it done, Manziel is available through all 7 rounds; because I am certain he will be drafted before that time, I am going to say he will NOT be permitted to be selected AFTER round 7.

RS Sophmores will be available in round 1 only. I'll update the OP in the morning.
