No. When you get cut, the team still owes you whatever guaranteed money is left on the contract. However, the offset language is a way to get out of it. If you're cut and still owed $4 million, and then sign with another team for $3 million, then the original team no longer has to pay $3 million of what was owed and it's credited back to them.

The Eagles signed first round pick LB Marcus Smith to a 4-year deal with a 5th year team option.

Their entire draft class is under contract. [14th team to have all their draft choices signed]
