I guess they aren't sold on Cutler as their starting QB. Quite frankly, I don't think it's a good move, but I will wait to see the guarantees before passing further judgement.

Where on earth did you pull this from? He's competing for 1 of 2 back up jobs, and most likely won't make the team. This is Phil Emery doing due diligence.

What happened to McCown? He was about as solid as any NFL Backup could be when he took over for Cutler last year

He will probably be Tampa Bay's starter this season. Well deserved after last year.

Oh and yes, my last comment was meant to be sarcastic...Jimmy Clausen is probably the worst QB to ever start a game. My prediction was that he would last about five years in the NFL, and it looks like I may have overestimated him.
